For those who are talking about whether Lord Finesse cleared that Oscar Peterson sample or not, well, LF's "The Awakenings" is still in print and still contain "Hip 2 da Game." If he didn't get that song cleared, then that album would have been out of print a long time ago, or "Hip 2 da Game" would have been removed and the tracklisting getting updated. Here are examples of albums/songs that went out of print/removed from the tracklisting: Biz Markie's "I Need a Haircut" removed the song "Alone Again" in future pressings, Ghostface Killah's "Ironman" removed the song "The Soul Controller" in future pressings, and both Pharaohe Monch's "Internal Affairs" and Truth Hurts' "Truthfully Speaking" quickly went out of print because of an uncleared sample in each of their singles. With that being said, it's likely and possible that Lord Finesse did have that Oscar Peterson sample cleared. If not, then he would have faced similar issues (like the Biz, GFK, Monch, and Truth Hurts, to name a few) a long time ago.
